(C) Poloff delivered reftel talking points to MFA Officer in Charge of Multilateral Affairs Mario Rivera on June 9. Rivera appreciated the up-to-date information and stated that El Salvador understood the need and respected the right of the U.S. to detain individuals at Guantanamo Bay and had confidence that the the U.S. Government would carry-out the detentions according to international law and with respect to human rights. Per Rivera's suggestion, Poloff also delivered points to MFA Officer in Charge of Asia and Africa Milton Magana who has taken lead on Iraq issues and to MFA Director of Human Rights and Humanitarian Affairs Jose Mejia. Embassy will continue to use available opportunities to provide clear information on U.S. detainee policy at Guantanamo Bay.
