Post received a letter from Governance Minister Rene Mario Figueroa dated July 5, 2005, requesting U.S. support for El Salvador's nomination to be a member of the Management Committee of the Postal Union of the Americas, Spain and Portugal (PUASP),which will be elected at the XIX PUASP Congress on August 11, 2005, in Rio de Janeiro. ¶2. Post will fax the original Spanish-language letter to WHA/CEN. An informal translation of Minister Figueroa's letter follows. Begin text: San Salvador, July 5, 2005 Mr. H. Douglas Barclay Ambassador of the United States of America to El Salvador It is a pleasure to address this letter to you, and I wish you ongoing success as U.S. Ambassador to El Salvador. I would like to inform you that the XIX Congress of the Postal Union of the Americas, Spain, and Portugal (PUASP) will take place in Rio de Janeiro August 10-16, 2005. El Salvador, in recognition of the importance of postal services, has made continuous efforts under the leadership of President Saca and me to promote the modernization of the national postal service. We have undertaken projects and investments of our own and also sought support from international donors. Through these efforts, we have improved the quality of special and regular services, redefined the mail service's business model, revised relevant legislation, and invested in human resources. Examples of projects include: --IPS System installation, financed by FMCS and the Salvadoran Mail. --Launching of the Multi-Services Mail, a new integrated approach to postal and related services. --Redefinition of the internal network, with financing provided by the FMCS and the Salvadoran Mail. --Drafting new postal legislation that will give more autonomy to the mail service and the market regulator. --Modernization of the operative and distribution processes, which has resulted in a ninth place ranking for El Salvador in the EMS cooperative rankings. The development of these projects, and others on a smaller scale but with similar contributions to the modernization of mail service, are driving our decision to broaden the experience of the Salvadoran mail service and seek membership on PUASP's Management Committee; this is a serious commitment, and we believe it will be a positive experience for our mail service. We believe that our main strength is in the dedication and professional formation of our permanent staff, who have multidisciplinary skills and are capable of developing and executing projects related to postal services and are skilled in the efficient management of operative processes. With that background, we would be grateful for your support for El Salvador's nomination to PUASP's Management Committee, which will be elected during the XIX Congress of the Postal Union of the Americas, Spain and Portugal, through the voting of your country's delegates, typically directors or general managers of invited national postal services, planned for the session on August 11, 2005.
