1. (C) On November 16, Ambassador raised reftel points
with Deputy Foreign Minister Mohiedeen al Dhabi. Al Dhabi
said he would discuss the points with the Foreign Minister,
who had just returned from a two week visit to Japan, US, and
France and was not available, and would pass any reaction
directly to the Embassy.
2. (C) Comment: We consider it unlikely that Yemen will
break ranks with the OIC on this vote. FM al Qirbi considers
an improvement in relations with Iran a slightly distasteful
necessity given Yemen's persistent problem with a small but
troublesome radical Shi'a sect that has looked previously to
Iran for support. End Comment.
