(C) On June 26 Charge delivered ref A demarche to Deputy Foreign Minister Mustafa Noman requesting Yemen not to support OIC attempts to block the convening of a Conference on the Third Protocol this fall. Earlier in June, in response to ref B demarche, Noman said the ROYG had not yet formulated its position on the Swiss Circular Note (ref C). ¶2. (C) Noman could not provide an answer as to the ROYG's position on a fall Conference, but said he highly doubted the issue would be brought forward at the June 28-29 OIC Foreign Ministers' meeting in Sanaa.
