The following activities were undertaken during the month of November 2005 in connection with the duties and responsibilities of the U.S. Olympic Security Coordinator (OSC) for security planning and coordination activities with the Government of Italy (GOI) officials and Olympic planning organizations for the 2006 Turin Winter Games. November 2 - OSC met with TOROC Security Manager Francesco Norante to discuss DSS field liaison assignments during the games. OSC asked Mr. Norante for verification of the various Olympic accreditation levels as well as for an outline and breakdown of the Olympic accreditation system. Mr. Norante suggested OSC also request MOI provide an additional twenty "second party Olympic passes" which would be signed out for by the OSC through the TOROC security office. OSC would be able to issue these passes on a case by case basis, such in the event of an emergency, needed increase in coverage for a VIP visit, and to cover a shift for an ill or injured field liaison agent. OSC will research this further with both TOROC and the MOI before submitting our final Olympic venues accreditation list. November 4 - OSC and D/OSC attend RSO Rome briefings and consultations. November 6 - OSC meets and greets members of FEST team and Mike VanBuskirk who traveled to Rome for Turin's Operational Briefing to Rome's Ambassador, DCM and Milan's Consul General. November 7 - OSC, RSO Nancy Rolph, FSNI Helen Russo, DSS Mike VanBuskirk, FBI Mey attend a briefing with Italian Director General Dr. Giovanni Luperi, Director General of the Provincial Police, Rome, Italy. RSO Rome had been contacted by the Anti-Terrorism Unit who expressed an interest in meeting with Turin's OSC. During the meeting Dr. Luperi spoke of Italy's current efforts in identifying possible terrorist suspects, continued background checks of known terrorist group supports both internationally through Interpol and Europol as well as through United States elements. RSO Nancy Rolph asked for clarification on the investigative role of Italian police agencies as no one has been able to explain to us how it is that often two to three different Italian Police Agencies will work on similar and often related crimes without one agency taking the overall lead on the investigation. RSO Rolph sighted past bombings in Milan where two different Italian Police Services took the lead on two related bombings. Dr. Luperi said that most of the time it was as simple as who responded first to the incident. NOTE: RSO Rolph, FBI Mey and OSC note that while Dr. Luperi was extremely hospitable, his answers to a number of our questions were at best general and in line with all security conversations we have had with representatives from the GOI, MOI, and Italian Police Services, namely very generic with little to no depth of subtenant material or true explanation of an Italian Olympic Operations Plan. Let alone any direction on a plan to ensure integration of Italian and USG Security efforts during the Winter games. November 7 - D/OSC and D/FBI Stefanek meet with DTS-SPO representatives for the configuration of the JOC/TIC and system requirements for participating agencies. OSC remains in contact with DSS Countermeasures and IMO Rome for CAA certification of both the JOC/TIC. November 8 - Turin USG Olympic Command Group (DSS, FBI, DOD (EUCOM) FEST and POL/MIL provided Rome's Ambassador Spogli, DCM Borg and Milan's Consul General Graze with the USG's Internal Operational Plan for both the JOC and TIC. The purpose of the briefing was to provide an overview of the US Government's Olympic counterterrorism security and crisis management operations during the 2006 Winter Olympic Games. The Agenda included USG Authorities, USG Olympic Operation Mission Statement, Olympic Operations Plan to include planning, operations, Recovery/Redeployment, Command and Control as well as an Operational Time Line. OSC provided an overview of the interagency effort in Turin, our accomplishments to date, time line and support requirements to the startup process for the Winter games. Each of the Command Group members provided an overview of their agency's mission statement and intended contributions to the USG's interagency efforts in Turin. Following the briefing Command Group members answered a number of questions from the Ambassador, DCM and Consul General. Of particular note was Ambassador Spogli's question on what were OSC's top three concerns addressing the USG's preparation for the Winter Games 2006. OSC responded with Olympic field accreditation for DSS, FBI and DOD agents (to include vehicle accreditation),knowledge of the GOI's Olympic Security Operational Plan, and the USG's integration with GOI Olympic assets prior to and throughout the winter games. Also in attendance were RSO Nancy Rolph, SA Mike VanBuskirk, OC Puma, and members of Embassy Rome's senior staff. Turin Command Group attend Rome's Olympic Roundtable meeting. The agenda consisted of the following topics: Turin Office Space; Communications Update - CAA - 24/7 Operations, Interagency support, Back-up Communications plan; Housing Update; Transportation - Embassy/Milan Consulate support plan; Medical Support; Personnel - FSN support, pending Admin notice on housing/conditions of work; Security - Rome/Turin CME exercises in December; Consular - Installation of ACS systems, staffing plans; Public Diplomacy - Pre briefs for journalists, MOI Briefings, Plan for Ambassador press events; Representational Events - Proposed events, Funding, Paralympics Athlete Programming. Following the Olympic Roundtable Turin's Command Group provided an Operational Plans briefing to all USG representatives who were unable to attend the Ambassador's morning briefing. Due to the number of requested attendee it became necessary to schedule a second briefing later in the afternoon. - D/OSC attend TOROC corporate sponsor security briefing. D/OSC met with numerous OSAC attendees to establish a point of contact for the OSCO. The two-day seminar began with briefs from Dott. Taglienti and Roberto Massucci describing the MOI's assurance of their security plan for the games and the GOI Winter Games Management. Specific briefs were conducted by TOROC security personnel concerning the local crime climate, transportation plan and general security at the venues. The remainder of the day and the following day were venue specific tours and description of the security plan at each. Mission Italy will host an unclassified Crisis Management Exercise (CME) on December 14 at Turin, Italy and December 16, at American Embassy Rome. The purpose of this special Mission Italy CME is to exercise crisis planning and execution by Mission Italy, including the Olympics Security Coordination team in Turin consisting of members of DSS, FBI, DOD, FEST, and POL/MIL, and non-security members of the Olympics Coordination team (Consular, Public Affairs) under the direction of Consul General Milan, and Rome's Emergency Action Committee, Consulate General Milan, as well as other Italian posts identified by American Embassy Rome. Security Participants are expected to be the actual agency operational personnel repeat operational personnel who will be assigned to the USG Olympics Security Coordination (OSC) team in Turin during the Winter Olympics. The following agencies were asked to have a representative on hand for the Turin exercise as those elements will plan a role in the day to day operations of the Turin Operations and Threat Integration Centers. Due to the limited size of this exercise and other constraints, each agency may provide only the following number of persons; DSS (2),FBI (2) , FEST (4) , DOD (EUCOM) (2),Pol/Mil (1) , TSA (1) , OSAC (1), NGA (1) DOE (1),DOJ (1),NSA (1),USSS (1),and NCTC (1). Due to the structure of the exercise in Turin, not all contributing agencies will be required to sit at the OSC Command Group Table but will be expected to be on hand and available to the OSC Command Group for consultation and taskings. Security Agencies are asked not to send non- participating supervisors or office directors as observers, as the security aspect of this exercise is designed specifically for USG Olympics Security Coordination team members who will be present in an operational capacity during the 2006 Winter Games. The non-security members of the USG Olympics Coordination team planning to be present in Turin for the Winter Olympics will constitute the rest of the players in Turin. American Embassy Rome's Emergency Action Committee will participate from Rome for the Turin exercise on December 14 as will Turin for the Rome exercise on December 16, 2005. Consulate General Milan's EAC, staffed according to the plans during the Turin Olympics, will participate from Milan. American Embassy Rome will have ultimate operational control for all aspects of this exercise. For that part of the exercise conducted in Rome on December 16, Rome's Emergency Action Committee will handle a series of incidents affecting Mission Italy, including further Olympic-related events, with Turin's Olympic team participating from Turin. November 10 - OSC and FBI Mey provided a security briefing to McDonald's representatives Remo Pincelli, Michael Peaster and Cory Keith. McDonald's will have twenty USA citizens working out of their Longotto Office in Turin. McDonalds is working directly with its Turin Restaurant Managers to address site-specific security checks and screening. McDonald's representative's added they will have 220 Italian employees on hand to staff their restaurants at two Olympic Venue sites. The restaurants will be behind the "mag and bag" security areas, which alleviates some of their security concerns for these sites. November 13 - OSC met with NBC representatives John Fritsche, Senior Vice President, Col Paterno, Italian Cabinare, and Joseph Masonis, The Annapolis Group for conversations on Olympic security preparations by Italy's MOI, TOROC and the USG's Operations Office. During the meeting OSC asked Mr. Fritsche if he had considered our request for a direct feed from the field during events, real time, as it would greatly assist the USG in it's effort to provide and respond to real time security concerns and issues should they arise in the field. Disappointingly, Mr. Fritsche said NBC would not be doing any direct feeds from any of it's Olympic venues. Mr. Fritsche suggested the USG use the Armed Forces Television Net for Olympic Coverage which will be some 8 to 10 hours behind the actual real time of the events. OSC and FBI Mey have and remain attentive to all of NBC's security needs to include OSC recent participation in NBC's immigration and work permit meeting with the Questora in Turin. OSC learned recently both the USOC and Bank of America were each scheduled to receive "real time" direct feed from NBC during the games. OSC will approach Mr. Fritsche once again on this matter. November 14 - United States Olympic Security Manager Larry Buendorf requested OSC presence during his security meeting with TOROC Security Manager Francesco Norante. Mr. Buendorf requested OSC support in his request for a second pedestrian entrance to the Turin Olympic Village, the permanent assignment of Police Escort units for the USA men's and women's Ice Hockey teams as well as the men's and women's Curling teams, closure or greater effort in controlling traffic on Via Bruno Giordano to ensure greater security along the perimeter of the Turin Olympic Village. OSC also asked for greater clarification on TOROC's accreditation system and which systems would better support the USG efforts in both the mountain and Turin venues. Mr. Norante noted he was not in a position to address Mr. Buendorf's security concerns as they fall within the responsibility of the Questora Police Service in Turin. Mr. Noranted added he would like to meet with all USG field supervisors for all Olympic competition and village sites in early January 2006. OSC promised Mr. Buendorf his concerns would be forward to the Questora for their review. November 14 - OSC met with Questura Di Torino, Dott. Guiseppe Petronzi to discuss DSS Tetra radio support and Mr. Buendorf's security concerns. Mr. Petronzi declared his support for this issues, and asked that OSC direct these requests in a written letter to Questora Poli and his office. Correspondence was sent to the Questora on November 17, 2005, translated into Italian. November 14 - OSC, D/OSC and FBI Mey met with Japanese Security representatives Superintendent Ikuya Yoshimura, Inspector Shuja Hara, Foreign Affairs and Intelligence Department, National Police Service and Dott. Hideo Kikuchi, Consul, Japanese Consulate, Milan for a general conversation of their security preparations for the upcoming games. Superintendent Yoshimura pointed out the address of Japan's Athletes House and spoke of briefings he has received from Italy's MOI on Olympic security preparations. November 16 - OSC met with Drs. Jan Van Nieuwamerongen, Matthieu van Antwerpen and Loek ten Hagen, The Netherlands Embassy, Rome. The meeting was Olympic Security specific with a general overview of the MOI chain of command. November 17 - OSC and FBI Mey met with Daniel Lucca, Supervisor, John Hancock, Financial Services, INC regarding his company's Olympic presence in Turin and the Mountain venues. - OSC, D/OSC and FBI Mey provided a security briefing to SA Michael Lonetto, U.S. Department of Health & Human Services Office of the Inspector General, Office of Investigations, Secretary's Protective Detail. The briefing consisted of an over view of the JOC and TIC efforts, USG inter-agency contributions, communication support and technical requirements, VIP lodging support, vehicle support and security liaison support for all USG VIP visitors during the Olympic Games. November 21 - Dr. Filipe Dispenxa, Primo Digigente Polizia di Stato, Zona Polizia di Frontier requested OSC to accompany TSA John Halinski during conversations on Delta Airlines's request to conduct offsite check in of hold baggage for NBC as the request was denied by the Ministry of the Interior in Rome. This was based on an Italian law which forbids offsite check-in as well as the Italian MOI's concern that the zone of control for baggage prior to arriving at the Baggage Handling System (HBS) in Caselle could not be guaranteed. The MOI Representative in Torino will meet with Delta Airlines and TSA on 30 November to seek alternate solutions to the situation." November 22 - RIMC completed radio/communication update of systems that will be utilized by the Olympic Security Coordination Office during the games. The following work was completed: - Outfitted 3 mobile communications vehicles. These vehicles are for DSS Supervisor use in the Mountain and city venues. These systems give the supervisors UHF and HF radio secondary communication capabilities to the JOC (this configuration was done in Rome and then delivered to the OSCO in Turin). - Florence and Milan HF systems updated to use as a secondary HF system to Turin. - Installed Iridium antennas in the OSCO and in the Supervisor vehicles. - Installed repeater and repeater antennas in the JOC. - Installed base station in the JOC. - 80 Motorola handhelds programmed but not coded. RIMC is waiting for the quarterly change to initiate code. - Conducted HF radio test from the furthest mountain venue of Bardeneccia. The system was able to link with Embassy Rome but did not link with OSCO Turin. RIMC radio technician thought failure to link with Turin was due to atmospheric conditions. HF radio console shorted out and was replaced when returned to Turin. - Conducted handheld radio checks from city venues. Clear radio contact was established from the farthest city venue to the OSCO. November 23 - ATO Europe Electrical Engineer Ron Smith completed a power survey for the Olympic Coordination Office facility. The 3rd floor is rated for a maximum of 63 amps and is currently drawing 20. Turin's TDY Management Representative Judy Futch remains engaged in this effort to properly address the required amps (electrical power) required to properly address power required for the JOC/TIC. November 24 - OSC attending a Questora sponsored briefing on the Turin's Police radio network. OSC remains engaged with police counterparts in reaching a possible answer to DSS's TETRA radio requirements during the Olympic games. The Questora noted while they are open to assist DSS they are hampered by Police policy which does not allow sharing of it's radio frequencies or equipment. Most importantly, we have confirmed it is highly unlikely the DSS Tetra radios can be modified to the required Italian band-with of 380-400 MHZ from the current setting of 410-420MHZ. OSC will up date accordingly on these efforts. November 28 - OSC, RSO Rolph and FBI Mey provided NSC Ms. Fran Townsend with the USG's Internal Operational Plan for both the JOC and TIC. The purpose of the briefing was to provide an overview of the US Government's Olympic counterterrorism security and crisis management operations during the 2006 Winter Olympic Games. The Agenda included USG Authorities, USG Olympic Operation Mission Statement, Olympic Operations Plan to include planning, operations, Recovery/Redeployment, Command and Control as well as an Operational Time Line which was very much in line with the briefing the above mentioned had provided to Rome's Ambassador on November 8, 2005. OSC provided an overview of the interagency effort in Turin, our accomplishments to date, time line and support requirements to the startup process for the Winter games. During the briefing OSC, RSO and FBI OC noted post's disappointment in not having any concrete knowledge of the Italians Operational Plans in preparation for the Winter Games. By not having these plans (either a copy or by a briefing by the MOI) has made USG efforts for security and emergency contingency planning during the games difficult at best. - IPO, ESC Rome and RIMC Cairo & Frankfurt arrive it Turin for the installation of classified computer and phone systems and the installation of 3rd floor security equipment to finalize the CAA certification process. November 29 - OSC and FBI OC host NSC USSS SA Brian Murphy's Turin visit of both TIC/JOC and Olympic venues. OSC, RSO and FBI OC provided the following questions to Ambassador Spogli which are to be put into a Diplomatic note to Italy's Chief of Police: Evacuation Plan: USG requests GOI/MOI operational evacuation response and detection capabilities for a credible threat and/or a Weapons of Mass Destruction Incident - this means a car bombing, a biological or chemical release/attack, and radiological devise throughout the Olympic Theater. Operational Staging and Response to a Hostage Situation: USG requests clarification from GOI/MOI on existing operational plans to deal with a hostage-taking event. Soft Targets: USG requests counter measures to address monitoring of soft targets and measures to address possible incidents at these locations. Command and Control: What will the on scene command and control consist of in the event of i.e. a bomb blast. Who is in charge, what are your staging plans for assets and anticipated response times throughout the Olympic Theater. Airspace Interdiction: What are the airspace interdiction plans and restrictions. What Italian organization is responsible for airspace control and interdiction measures during the games?
