Brunella Borzi of the MFA's Office for Human Rights confirmed
June 1 that Italy would sign the reftel letter to UNSECGEN
Kofi Annan urging quick action to establish the UN Fund for
Democracy. Polmincouns had pre-briefed MFA DG Terzi about
the letter, and Borzi said that the MFA had provided the
Italian Permrep with authorization to sign it. At this
point, Borzi described Italian support as political. They do
not have monies in 2006 to provide contributions to the Fund
but may be able to consider fiscal support next year.
