(C) On August 5 poloff delivered documents referred to in
reftel (and listed below) to Hugues de Longevialle and
Etienne de Gonneville of the MFA nonproliferation
directorate. Longvialle and Gonneville were informed that
the documents are for Political Director Stanislas de
Laboulaye and DAS equivalent for nonproliferation, Francois
Richier. They were also informed that the U.S. is looking
forward to responses by mid-August and will convene a meeting
at the experts level in Europe in early September to discuss
the way forward. The documents delivered were a) paper
describing U.S. approach; 2) Draft Joint Statement; 3) Model
Project Agreement; 4) Model Supply Agreement; 5) Model
Contract; and 6) Paper on Fuel Fabrication with spreadsheet
attachment.
