(C) We shared the Iraqi draft UNSCR on terrorist attacks in
Iraq (reftel) with MFA action officer for UN Middle East
issues Alice Guitton at OOB July 27, and urged French
support. Guitton later confirmed to us that instructions had
been sent to the French UN mission in New York to support the
text, with minor modifications, such as adding a reference to
UNSCR 1546 to the first preambular paragraph. She reiterated
that the resolution was wholly consistent with French
condemnations of terrorism in Iraq.
