DRY FOR REASONS 1.4 B,D ¶1. (U) On July 19, EST Counselor read points contained reftel regarding U.S.-India Civil Nuclear Cooperation Initiative to Messrs. Nicholas Roche and David Bertolotti, both of the Division of Disarmament and Nuclear Nonproliferation in the Foreign Ministry. They took careful notes, asked questions, and commented. EST Counselor responded with information in the provided Q's and A's and left copies of the President's Joint Statement with PM Singh and the fact sheet entitled the U.S. and India, Strong Global Partners found on the White House website. ¶2. (C) Both French officials sought details of the initiative, particularly regarding timetabling and implementation. Roche, an expert on Nuclear Suppliers Group issues, asked whether the U.S. intended to make "concrete proposals" regarding India at the next NSG meeting in October. He asked whether there might be an opportunity to discuss any India-related proposals with the U.S. delegation before the general meeting. Bertolotti, who is the French Missile Technology Control Regime Point-of-Contact, similarly asked about steps the U.S. contemplated with regard to de-listing of currently proscribed Indian entities under the MTCR guidelines. He also commented that France would be interested to learn how the Indian government implements its new export control legislation noting that within the MTCR context China has promulgated such legislation but fails to meet MTCR thresholds for implementation.
