Surinamese ability to engage directly with the Government of Bolivia is complicated by lack of direct bilateral diplomatic representation in either La Paz or Paramaribo, a fact noted by the Ministry in accepting the demarche. With regards to refs (b) and (c),the Foreign Ministry said that Surinamese consideration of assistance to electoral monitoring, if any, would be developed through coordination by its representative to the Organization of American States.
