(S) Econoff met with our Foreign Affairs Canada counterpart on terrorist financing to provide the information in reftel. He had discussed this briefly with U.S. delegates in London and had then discussed the subject with the Canadian Security Intelligence Service (CSIS). At that time, CSIS did not have enough information on the additional name to support Canadian cosponsorship. However, our message may change the dynamic, and with more information on the new name, the GOC might be able to provide more support. ¶2. (SBU) Comment: The GOC is closed until December 28th, and our anti-terrorist financing counterparts are out until January 3rd. Foreign Affairs would like to coordinate with us on this, but will not be able to respond substantively until early next month.
