(C) Embassy officers discussed points outlined in reftel with
Drew Fagan of Foreign Affairs Canada on November 8. The
Canadians confirmed their support for Gurria. In subsequent
conversations, FAC officials have told us that although their
support for Gurria is firm, they feel constrained to maintain
a relatively low profile because of the role of Canada's OECD
Ambassador in the selection process, and therefore will not
be actively lobbying for Gurria.
