Reason 1.4 (b) and (d). 1.(C) In response to reftel demarche, Foreign Affairs Deputy Director for NATO and OSCE Affairs Isabelle Poupart told us on Friday that the Canadian DART (Disaster Assistance Response Team) deployment of October 15 will be placed under the NATO umbrella. Approximately 190 personnel are on the ground in Muzaffarabad to administer primary health care and deliver water purification services, tents and blankets, to victims of the earthquake. ¶2. (C) Poupart requested that USG refrain from action/comment until we have confirmation that Canada's decision has been announced by the Canadian Mission to NATO.
