SUBJECT: DEMARCHE: BRINGING BURMA BEFORE THE UNSC
REF: SECSTATE 185479
Classified By: POLMINCOUNS Brian Flora, reasons 1.4 (b) (d)
(C) Poloff conveyed reftel demarche to Wendy Drukier, Deputy
Director in the FAC International Organizations Office, and
Glenn Sheppy, FAC Desk Officer for Thailand and Burma.
Drukier said that the GOC shares our views on Burma and found
the Havel/Tutu report compelling. Canada has taken an active
role on Burma in the General Assembly 3d Committee, in the
ILO, and in the Committee on Human Rights. They had noted
Eric John's testimony before a Congressional subcommittee and
were wondering what we were going to do on Burma, and very
much appreciated being kept in the loop despite Canada's not
being on the Security Council. They said Canada will do what
it can to support us but will need to look at how to do so
most effectively. Canada could send a letter to the
president of the Security Council, or intervene as
appropriate when it has the opportunity. They said that
Canada has a planned review of its Burma policy in light of
recent developments and will factor our demarche into its
planning.
