Reason: 1.4( e). ¶1. (U) Reftel announced USG plans to designate the entity ELEHSSAN under E.O. 13224 and urged other governments to do the same. We explained that we would not be notifying this listing to the UN 1267 Committee. ¶2. (C) During a meeting on September 20, post was informed by Foriegn Affairs Canada that domestic designation of Elehssan is on the agenda for the October 3 Treasury Board meeting, at which decisions for designation under Canada's criminal code are confirmed.
