(S) Canadian plans to proceed with domestic designation under the Criminal Code of HIG (Gulbuddin Hekmatyar's faction, Hezb-e-Islami, the Hezb-e-Islami Gulbuddin) are on hold for the time being. Reftel reported that designation was expected to be convened during the late September meeting of the Treasury Board. We learned during a recent meeting at Foreign Affairs that HIG is not on the agenda for Treasury Board meetings on September 26 or October 3, but our FAC contact had not heard the reason for the delay.
