(C) Post delivered reftel demarche August 12 to
representatives from Foreign Affairs Canada and International
Trade Canada. They reiterated the GOC's standard points that
they follow a policy of active engagement with Cuba and are
working to improve the human rights situation in Cuba. They
oppose the USG's extraterritorial actions, especially those
related to Helms Burton. They are not happy that Canadian
citizens are prevented from traveling to the U.S. However,
Ventura expressed GOC appreciation that the USG has waived
Title III again this year.
Note: The GOC had already heard of the fact that former
minister Marc Lalonde is on the new list of names. They do
not know of any of the other names that are on the most
recent list. End Note.
