(S) Foreign Affairs Canada has received the information that was provided to the Canadian Embassy regarding the US position on designation of HIG (ref A). Our FAC counterpart tells us that they do not, at this point, have individual names that could be designated but welcome collaboration in identifying them. They reiterated that they will not proceed with notification to the UN 1267 Committee without coordinating with their partners (US and UK). ¶2. (S) Ref B reported that the GOC's domestic designation of HIG would be announced in August. However, the August Treasury Board meeting has been cancelled, with the next meeting expected towards the end of September. If the GOC (the RCMP and Department of National Defense) decide that quicker designation is necessary in light of Canada's upcoming troop deployment in Afghanistan, the designation could be accomplished more quickly via a "walk around" whereby the necessary Ministerial approvals are collected individually in advance of the next Treasury Board meeting.
