(C) Poloff discussed reftel, concerning the possible extradition of alleged terrorist Luis Posada Carriles, with Rana Burley, Desk Officer for Venezuela at Foreign Affairs Canada (FAC),on May 31. Burley thanked us for the opportunity to review the legal situation involving Posada, noted that FAC has been monitoring this case closely, and indicated that she would pass the demarche to the Global Crimes Division at FAC for their review. She also stated that FAC had not heard anything on this case from either the Venezuelan or Cuban missions in Ottawa, but would advise poloff if any inquiries were made. ¶2. (C) In a follow-up conversation with poloff on June 10, Burley reiterated that FAC had not been approached on this matter, but would continue to monitor the case.
