1. (S) Acting DCM on December 27 passed Reftel
prenotification to MEA Joint Secretary
(Pakistan/Afghanistan/Iran) Dilip Sinha, who read it with
interest. Acting DCM reiterated the confidential nature of
the prenotification as a precaution to better enable our
counter-terrorism partners to freeze and seize assets. Sinha
called the planned designation "big news" and noted that, in
the wake of the October 8 earthquake, Jamaat ud-Dawa had been
"one of the biggest relief agencies" in Pakistani Kashmir.
