(S) MEA Deputy Secretary Santosh Jha called A/Polcouns on
June 15 to report that the MHA had (finally) reached a
decision on our March 31 offer of Itemizers to assist in
securing the Srinagar-Muzaffarabad bus, and that the answer
was "no thanks." According to Jha, the Indian police in the
Kashmir Valley already have equipment of this nature, and in
sufficient quantity to cope with the threat it is designed to
address.
