(S) On March 25, MEA Under Secretary, Disarmament and International Security Affairs (DISA),Nutan Kapoor outlined for PolMilOff the status of the GOI investigation of Sandhya Organic Chemical's shipment of phosphorous oxychloride, a CW precursor, to Iran. ¶2. (S) According to Kapoor, Sandhya is a CWC Schedule 3 facility and the export of phosphorous oxychloride is permissible under GOI law because Iran is a CWC state party. Any diversion by the Iranian end-user would come to light at the annual declarations of the Organization for the Prohibition of Chemical Weapons (OPCW),Kapoor stated.
