Meera Shankar asked about the status of a USG response to two GOI non-papers on possible proliferation links between Pakistan and China (Refs B and C) that were delivered during the NSSP Implementation Group meeting in New Delhi on October 21, 2004. Her question followed PolCouns' query about GOI investigation of recent cases of onward proliferation to North Korea and Iran (Ref A).
3. (U) Post would appreciate Department guidance in order to respond to Shankar's query regarding the GOI non-papers.
