On December 20, Econoff passed reftel information to Igor Ugorich
of the MFA's Department of International Security and Arms Control.
Ugorich asked if there had been any discussion of Belarusian
membership in the MTCR, and added that Minsk is considering
formally applying for MTCR membership, but that no decision has
been made. Ugorich also asked about the possibility of U.S. and
Belarusian non-proliferation experts meeting to discuss a variety
of non-pro issues. He admitted his embassy in Washington has a
suitable expert, and Econoff suggested that person contact ISN/MTR.
