1. (SBU) Ambassador delivered Secretary's statement on the
constitutional referendum in Iraq. She took the opportunity to
thank the Minister for Lesotho's support concerning the tribunal
process in Iraq as discussed with Acting Foreign Minister Dr.
Pontso Sekatle on October 18 (Ref B). It had been conveyed to
us through the then Acting Foreign Minister Sekatle that the
Prime Minister of Lesotho concurred with the U.S. position on
the elections; Foreign Minister Moleleki reiterated in October
28 discussion Lesotho's support for the democratic process in
Iraq.
