MAPUTO 00860 learned during this strike and discussed the potential of ¶1. Post Emergency Action Committee (EAC) convened on July 11, 2005, its fourth and final meeting since the many local guards began striking on July 5, 2005. As stated in Ref A, the guard union and Wackenhut signed an agreement which stated the guards would return to work and that the two entities would enter arbitration. The EAC discussed lessons additional actions when the arbitration process ends. RSO and Pol/Econ will maintain close contact with Wackenhut and the Ministry of Labor respectively in order to track the status of the arbitration. Dudley
