STATE 111657 ¶C. MANAMA 821 Classified by Ambassador William T. Monroe for reasons 1.4 (b) and (d). (C) During a June 27 meeting on several topics (septel), Ambassador delivered Ref B demarche on USG priorities for UN reform to Foreign Minister Shaikh Mohammed bin Mubarak Al Khalifa. Recalling his comments from their June 7 meeting (Ref C),Shaikh Mohammed said that the Japanese and Germans were pushing very hard on Security Council reform. In Bahrain's view, there was no need to rush on this issue. UN member states should work to reach agreement on those reform issues that are ready to be finished, but should hold off on action on Security Council reform. MONROE
