Shaikho said there was a role for both negotiated texts and practical activities related to sustainable development, and did not want to dismiss the impact a negotiated text could have on a country that harms the prospects for sustainable development, such as a major polluter. He agreed that the non-negotiated outcomes provided experts with practical tools to promote sustainable development. MONROE
