(C) Ambassador on October 24 advised Minister of State for
Foreign Affairs Mohammed Abdul Ghaffar that the
Administrative Review Board (ARB) had determined that there
was a continued need for detention of Bahraini detainee Issa
Al Murbati at Guantanamo (Ref A). Abdul Ghaffar expressed
disappointment, noting recent public concern about the health
of Al Murbati following press reports of his continuing
hunger strike (Ref B).
