Monroe for reasons 1.4 (b) and (d) ¶1. (C) Ambassador spoke with Foreign Minister Shaikh Khalid bin Ahmad Al Khalifa October 13 to relay reftel points on new Iraqi constitutional draft. Shaikh Khalid stated that it has been Bahrain's position all along to support the constitutional process. We want all walks of society to participate, he said, and this is a milestone in the building of the country. Shaikh Khalid pledged to discuss Ambassador's points with the Bahraini leadership to see what they could do. ¶2.
