(S) On November 22, EconOffs shared reftel talking points and
background paper to Technical Advisor for UN Affairs Carmen
Bujan Freire and Area Director for International Terrorism
Issues Miguel Garcia Herraiz at the Ministry of Foreign
Affairs. EconOff also delivered reftel content to Secretary
of State for the Economy David Vegara. Bujan said that the
GOS would not object to the designation since the Abu Sayyaf
Group is already included on the UN 1267 Committee's list.
Bujan promised to forward the information in a confidential
manner to the appropriate GOS authorities.
