On September 15, EconOff delivered reftel talking points and
information to Technical Advisor for UN Affairs Carmen Bujan
Freire and Area Director for European Issues Miguel Garcia
Herraiz at the Ministry of Foreign Affairs. EconOff also
delivered reftel content to Deputy Director for Inspection
and Control of Capital Movements Juan Aliaga Mendez at the
Ministry of Economy. The recipients had no substantive
reaction regarding the reftel content. Herraiz passed the
information to the relevant authorities at the Ministry of
Interior and at the Treasury on September 19. Herraiz
promised to communicate any findings to the Embassy.
