(C) Poloff advised MFA Deputy Director General for North America Manuel de la Camara on May 16 regarding the USG's readiness to transfer Moroccan national Lahcen Ikassrien to the Spanish authorities, contingent upon Spain's agreement to the conditions established in reftel. De la Camara had no information regarding the case, but offered to route the matter to the appropriate MFA office. Later on May 16, the MFA requested that the USG note verbale be directed to MFA Deputy Director General for International Judicial Affairs Antonio Soler. Soler contacted poloff on May 17 to arrange a meeting for May 18, at which point poloff will hand deliver the note verbale. ¶2. (C) We anticipate a timely response on this issue from the GOS once the MFA reviews the USG note verbale and researches the background of the case and the February 2004 transfer of a Spanish national from Guantanamo under similar terms.
