(C) In a meeting with FM Dimitrij Rupel on another topic July 29, COM raised the issue of Slovenia's position on the G-4 proposal for UN Security Council reform. Rupel was expecting the question and paused before answering that Slovenia was still working to find the right position for itself. Rupel also said there were less politics involved than it may appear and that there were many "relations and associations" Slovenia wanted to keep strong that go beyond "temporary situations." He was open to any insights into the US position that would also ensure or promote Slovenia's interests. Rupel added that while Slovenia will not co-sponsor the G-4 resolution, it is leaning towards any option that ensures the survival of the eastern European group. ¶2. (C) Given all the competing interests, Rupel said he had no illusions about how this would ultimately play out if the G-4 proposal were brought to a vote. He suggested it would be a waste of energy to get "too emotional about something that in the end might be a non-event." COM thanked Rupel for his practical approach, and stressed the USG view of UNSC reform is that much more consideration must be given to potential implications of any plan before a decision can be made, and he urged Rupel to, at a minimum, abstain should a vote on the G-4 proposal be taken.
