Poloff delivered reftel demarche on the MDA to Carlos Roman,
Head of the Peruvian Foreign Ministry's Human Rights Office,
on 12/7. Roman said that Peru would vote with the U.S. to
approve the Third Additional Protocol to the Geneva
Conventions.
