(U) Polcouns followed up with Foreign Ministry Director of Multilateral Affairs Julio Garro on the demarche dealing with the "Summit of the Americas Doha Stand Alone Statement" (Ref A) on 11/02. Garro stated that the Ministry would be reviewing the proposed statement with the Foreign Trade Ministry (November 1 was a local holiday). ¶2. (C) COMMENT: Foreign Minister Oscar Maurtua, on 10/28, told the Ambassador that Peru is uncomfortable with the proposals for stand alone declarations at the Summmit as a procedural matter, without specific regard to their substance (Ref B). Consequently, the Peruvian Summit delegation's enthusiasm for this and other stand alone declarations may be muted. Post suggests that USDEL consider lobbying the Foreign Ministry's point man on the Summit, U/S for Political Affairs Fernando Rojas, who is already in Argentina, heading up the Peruvian Summit negotiating team.
