Polcouns, on 9/11, informed Daul Matute, the Foreign Ministry's Director of Security and Defense Affairs (and Peru's coordinator for Hurricane Katrina assistance) of the USG's acceptance at this time of Peru's offer to provide 1600 bandages, and of its continuing review of Peru's other offers as part of our ongoing needs assessment (Ref A). Matute said that he would contact the OFDA coordinator provided in Ref A, but noted that while Peru's initial offer was for 1600 bandages (Ref C),it subsequently increased this offer to 2760 elastic bandages (4x5 yards) and 1850 elastic bandages (6x5 yards) (Ref B).
