(SBU) Bellview airline officials have still not/not yet made available the flight manifest list, claiming they will make it available once they finish checking it against passenger ticket coupons the airline retains when passengers board the aircraft. ¶2. (C) In the interim, the Managing Director of Bellview airlines told us he had conducted a preliminary check of the manifest and he who provided the names of three people who may have been aboard that he felt might possibly be Americans. The name of the known USG employee was among the three. Consular records showed no registration matches for the other two names. Note these names were provided because they were "Anglo-sounding." We will not know whether other Amcits were on board until manifest list is made available. As a professional courtesy, we passed the two names to the British Consulate General. ¶3. (SBU) Working-level Nigerian law enforcement contacts have informally requested USG forensic and other technical assistance. We advised that a formal request would be needed from the Federal Government before the request could be considered. Post recommends that Washington consider providing forensic/security assistance from the FAA/NTSB and FBI. ¶4. (C) Security contacts are reporting no/no evidence of foul-play at this time. ¶5.
