(C) Political Chief delivered 6 March ref A demarche on the proposed Administrate Review Board (ARB) Proceedings for the ten Kuwaiti nationals currently detained at Guantanamo Bay, CUBA to Ambassador Khalid Al-Maqamis, MFA Director of Co-ordination and Follow-Up. Al-Maqamis said he was aware of the scheduled March 28 proceedings and informed PolChief that the information requested for the ARB, including the punitive measures the GOK would take were a detainee repatriated, had been hand-delivered by Kuwaiti Ambassador to the U.S. Salim Al-Abdallah Jabir Al-Sabah to Secretary of the Navy England in early February. Al-Maqamis showed PolChief the draft note prepared by the Kuwaiti Embassy which stated that the GOK would detain and prosecute any detainee returned to Kuwait. (Note: Al-Maqamis did not know whether a copy of the note had been sent to the Department and said he would instruct the Kuwaiti Embassy to send one soonest. End note.) ¶2. (U) Action Request: Please confirm that the officials responsible for ARBs have received the desired information from the GOK.
