1. (C) CDA conveyed reftel points to MFA U/S Khalid Jarallah
December 22 at 1600 local. Jarallah said the GOK was aware of
the December 23 IMF board meeting on Iraq's Stand-by
Arrangement. He said he would contact the Kuwaiti Ambassador
in Washington to advise him to deliver the necessary
instructions to Kuwait's IMF executive director. CDA
reiterated the need for the IMF board to have Kuwaiti
reaffirmation of willingness to provide debt relief
comparable to Paris Club terms. Jarallah said that was
correct.


2. (C) CDA consulted with the British Embassy prior to and
after speaking with Jarallah. The British Ambassador is
holding similar instructions but will only deliver them if a
scheduled 12/22 meeting in Washington between the Kuwaiti
Ambassador and Ambassador Manning does not resolve the issue.
