(C) On the margins of a meeting on other issues,
representatives of the Ministry of Foreign Affairs Legal
Department queried Department of Defense Director for
Nonproliferation Policy David Cooper on the Proliferation
Security Initiative (PSI),focusing on its intent and how
states indicate their commitment. Dr. Cooper briefly
reviewed PSI objectives, the Statement of Interdiction
Principles (SOP),and the many ways other states have
participated. Commenting on the sluggish nature of Kuwaiti
bureaucracy, one MFA official said if Kuwait were to announce
its support, it may be easier to do so at an international
conference rather than in a cleared statement by a senior
official. Legal Department Director Ghanim Al-Ghanim added
that the GCC should study the PSI and adopt a common
position. Cooper reaffirmed that the United States would
welcome Kuwaiti endorsement of the PSI SOP and participation
in PSI operational activities.
