(U) On December 14, Econoff delivered reftel points and
background information to Talal Alsayegh, head of the Central
Bank's (CBK) AML unit. That same day, Post also delivered
points separately via diplomatic note (no. 880) to the MFA.
Alsayegh told Econoff that a circular would be sent to banks
and financial institutions once the MFA formally notified the
CBK of the designations.
