We have not been able to coordinate schedules to meet to discuss the U.S. concerns; Ambassador will follow up by telephone to reinforce the points. We do not foresee any issues where the GOK would disagree with U.S. views. The Kuwaitis are eager to make sure that the neighboring Sunni-majority countries offer more support to the Iraqi political process than they have in the past, as related to the Ambassador by Dr. Mohammed on 15 November, (ref b).
