(S) During an October 15 meeting with Foreign Minister Shaykh
Dr. Mohammed Al-Salem Al-Sabah, Ambassador delivered reftel
demarche points verbatim. Upon learning of the transfer
approval for five Kuwaiti detainees from Guantanamo, the FM
said, "We (the GOK) are going to try them." He continued:
"Thank you very much. Your response was prompt. It sends a
positive message." (Note: Shaykh Mohammed was referring to
the response to the request to the President by PM Shaykh
Sabah during is visit in July, 2005.)
