(C) Charge delivered reftel talking points as a non-paper to
MFA Legal Counselor Ghanim al-Ghanim on July 27. The
Minister and more senior MFA officials are out of town.
Al-Ghanim said our message would be forwarded immediately to
the Foreign Minister and the Kuwaiti mission to the UN. The
GOK has previously advised us that it opposes the G-4
proposal (ref b).
