1. (S) The Ambassador delivered demarche on public support
for Iraq's elections to Prime Minister Shaykh Sabah Al-Ahmad
during a meeting on January 8. The Prime Minister reaffirmed
Kuwait's strong support for elections this month to install a
free Iraqi government and said Kuwait was doing all it could
to make that happen.


2. (S) Shaykh Sabah opined that the majority of Iraqi Sunnis
want to participate in the electoral process, but they were
understandably afraid, "Who can protect them?" he asked.
