1. The following demarches were delivered by Econ/Cons
Officer Bakken to Mr. Felix Ngoma, Ministry of Foreign
Affairs Americas Desk Officer, on November 23, 2005.


2. MDA Demarch on Additional Geneva Protocol (REF A):
In response to talking points and non-paper, Ngoma
indicated that the information would be forwarded to
the appropriate host-government officials and that he
would respond with the government's position, if any.


3. International Maritime Organization - Demarche in
Support of U.S. Candidacy (REF B): EMBOFF presented
talking points and non-paper to Ngoma. Later in the
afternoon, a Note Verbal was prepared and delivered to
the MFA that Ngoma agreed would be forwarded via fax or
email to the delegation in London.


4. WTO/DOHA Ministerial in Hong Kong and Various
Talking Points (REFS C-F): Bakken delivered talking
points and non-papers to Mr. Ngoma and inquired about
whether the ROC had a delegation attending the meeting.
On November 25, 2005, Ngoma indicated that the head of
delegation would be the Minister of Commerce, Ms.
Adelaide Moundele-Ngolo. Bakken underlined the fact
that the U.S. Delegation was inviting the ROC, among
others, to side-meetings on various topics and that
post would be happy to pass along contact information
to allow the meetings to be set up.


5. Release of International Religious Freedom Report
(REF G): EMBOFF presented copies of the Introduction
and Country Report for the Republic of Congo to Mr.
Ngoma and provided the website information for
retrieving additional copies and the full report.


6. Deputy Secretary Zoellick's Speech in Khartoum (REF
H): A copy of the speech was provided to Mr. Ngoma for
reference along with the website information for
retrieving additional copies for distribution to
appropriate officials.
