¶1. (U) Post was informed January 26 that, due to a conflict
with a previously scheduled trip to India, Foreign Minister
Ramazani will not head the Congolese delegation to the AU
Summit in Abuja as reported reftel. The Congolese delegation
instead will be led by Vice President for Social Affairs
Z'ahidi Ngoma, accompanied by the Vice Minister of Foreign
Affairs, Robert Mbwinga.
