Part I of the End-Use-Monitoring Report is submitted in accordance with Ref A. ¶A. Designation of Employees for EUM Responsibilities: The NAS Program Assistant, under the supervision of the NAS Director, has primary responsibility for End-Use-Monitoring. Two Personal Services Contractors (PSC),working directly with the Commissioner of the Jamaica Constabulary Force (JCF) and the National Intelligence Bureau (NIB) as well as members of the Military Liaison Office (MLO),Defense Attache Office (DAO),and the Drug Enforcement Administration (DEA) Country Office, have daily contact with members of the JCF and Jamaica Defense Force (JDF) and provide first-hand accounts of the use and maintenance of the items donated to the Government of Jamaica (GOJ) law enforcement program. ¶B. Major Commodities: vehicles, vessels, computers, office furniture and equipment, drug detection machines, and field gear are the primary focus of NAS End-Use Monitoring. ¶C. On-Site Inventories: All equipment procured for donation to the GOL law enforcement program are received by the U.S. Embassy General Services staff, and issued to the NAS staff for delivery to the appropriate project. NAS Staff as well as other agencies of the mission make unannounced visits to the various locations to verify the availability and condition of all commodities. ¶D. Other Methods of Assessing Resource Management: A monthly multi-lateral and bi-monthly Embassy law enforcement group meeting are hosted by the Regional Security Officer (RSO). On occasion, information is shared about the status of host government law enforcement efforts and the condition and use of equipment donated by various donors. ¶E. Quarterly meetings are held between Mission law enforcement elements and the Government of Jamaica law enforcement program administrators. Meetings are alternated between the Embassy and the Ministry of National Security (MNS) at which time the status of programs as well as equipment use and conditions are normally discussed. ¶F. Human Rights Reporting: Individuals who are recommended for training and other USG assistance are properly vetted and the appropriate acknowledgements signed prior to approval for their participation in these opportunities.
