SIEBENGARTNER-BENT EMAIL 7/25/05 On July 21, Poloff delivered Ref A talking points by telephone and fax to Angella Brown, Deputy Director, International Organizations Department, Ministry of Foreign Affairs and Foreign Trade (MFAFT). Referring to her last conversation on the subject with Poloff (Ref B),Brown offered that CARICOM states were developing a common position on UN Security Council reform, which was discussed at the July 3-6 heads of government (HOGs) meeting in St. Lucia. She said that many CARICOM states were inclined to support the G-4 resolution, contingent on certain amendments, as outlined in St. Lucia (Ref C). Brown stressed that the development agenda is the GOJ's primary concern, and that they hoped to move quickly toward consensus on Security Council reform in order to focus on other aspects of UN reform.
